Another paving mistake by NCDOT; counties forced to pay for collapsing I-795

Oops they did it again. Due to a mix design error and other lapses at the NCDOT, 18 miles of bad pavement was laid on I-795. Late last month, crews started to mill 1.5 inches of the crumbling road and will add another 3 inches of new asphalt in an effort to strengthen the pavement. With infrastructure funding under such scrutiny these days, can we really afford to be making these kinds of mistakes?
