City saves millions using construction manager model Possibly the largest public works project of its kind, the downtown Fort Myers, Fla., streetscape and utilities project removed and replaced the entire underground utility infrastructure and complete streetscape of 52 blocks of the city’s urban core — all within a four-year time period. Such a large project could be costly. In fact, the project was estimated to cost $60 million. Therefore, the city turned to the construction manager model and a four-phase bidding process hoping that costs would improve as construction demand leveled off — and it paid off, saving the city more than $4 million.
