Virginia establishes public-private transportation act office

RICHMOND, VA. — The Virginia Department of Transportation (VDOT) has officially launched the Public-Private Transportation Act (PPTA) Office on Dec. 10. The creation of this office was a major focus in Gov. Bob McDonnell’s independent audit of the agency and its PPTA program.

Charlie Kilpatrick, P.E., VDOT’s chief deputy commissioner, will be the interim PPTA program director. Dusty Holcombe, VDOT’s assistant director of innovative project delivery, will be the deputy director. He will be responsible for all daily operations and program and project management. The PPTA Office will serve as the primary point of contact for public-private projects across all transportation modes to address the commonwealth’s transportation needs.

“The commonwealth is focusing on the Public Private Transportation Act opportunities for building and maintaining our transportation systems,” said Secretary of Transportation, Sean T. Connaughton. “Infrastructure construction, maintenance, and operations are increasingly expensive, making innovative delivery methods critical to the health of our network. Virginia has established itself as a national leader in public-private partnerships and will continue to aggressively pursue them.”

The secretary also will replace existing PPTA guidelines with the new PPTA Implementation Manual and Guidelines. These new guidelines are posted at www.virginiadot.org/business/ppta-default.asp. The implementation manual lays out the commonwealth’s updated approach to delivering PPTA projects and is designed to foster transparency, accountability, innovation, competition, and timeliness in the delivery of critical PPTA projects across modes.
