RICHMOND, VA. — Prior to the competition period deadline, Virginia’s Office of Transportation Public Private Partnerships (PPTA Office), in coordination with the Virginia Department of Transportation (VDOT), received two competing proposals from private firms seeking to develop and operate the Hampton Roads Bridge-Tunnel and Interstate 64 from the I-664 interchange in Hampton to the I-564 interchange, in Norfolk.
Proposals were submitted by the following: • Cintra Infraestructuras S.A. (Ferrovial Agromán identified as design-build contractor); • Hampton Roads Mobility Group, which includes ACS Infrastructure Development Inc., Dragados USA Inc., Flatiron Constructors Inc., and Moffatt & Nichol.
The PPTA Office will now review the two competing proposals to determine conformance with the requirements of 2010 Va. Acts ch. 126. Prior to May 1, 2011, the PPTA Office will make a presentation to the Commonwealth Transportation Board (CTB) detailing its recommendation of whether to advance the proposal for consideration by an Independent Review Panel.
Previously, VDOT received an unsolicited proposal Sept. 29, 2010, by Hampton Roads Crossing, a group of international infrastructure developers and construction companies that includes Skanska Infrastructure Development, Kiewit Infrastructure, Skanska USA Civil, Weeks Marine, and Parsons Brinckerhoff.
The Hampton Roads Crossing proposal has been posted to the VDOT website at www.virginiadot.org/projects/hampton_roads_bridge_tunnel_hrbt.asp.
