RICHMOND, VA. — The Virginia Department of Transportation (VDOT) has accepted an unsolicited conceptual proposal from a private firm to develop and operate the Hampton Roads Bridge-Tunnel and Interstate 64 from Interstate 664 to Interstate 564 in Hampton, Norfolk, and Virginia Beach.
The proposal was submitted Sept. 29, 2010, by Hampton Roads Crossing, a group of international infrastructure developers and construction companies that include:
VDOT will accept competing proposals through Feb. 24, 2011. Following the close of the competition period, VDOT will review all proposals and make a recommendation to the Commonwealth Transportation Board whether to advance any of the proposals to review by an independent review panel to be appointed by the secretary of transportation.
The proposal was submitted pursuant to the Public Private Transportation Act of 1995 (PPTA) and 2010 Va. Acts ch. 126, legislation enacted by the General Assembly in 2010, directing VDOT to accept for review unsolicited proposals under the PPTA for expansion of the Hampton Roads Bridge-Tunnel.
