Las Vegas’ Project NEON approved as a public-private partnership

LAS VEGAS — The Nevada Department of Transportation (NDOT) announced that the seven-member State Transportation Board unanimously approved advancing Project NEON as a public-private partnership (P3) arrangement under which a private developer will be selected to design, build, finance, operate and maintain (DBFOM) an improved Interstate 15 (I-15) facility for up to 35 years after completion of construction of Project NEON. Use of a P3 is historical for NDOT and the State of Nevada and will allow several phases of Project NEON to be completed safely, quickly and efficiently, with the least amount of interruption to the traveling public.

The P3 arrangement shall take the form of an availability payment concession. Availability payments are a means of compensating a private concessionaire for its responsibility to design, construct, operate, and/or maintain a roadway for a set period of time. These payments are made by a public project sponsor (NDOT, using fuel tax revenue) based on particular milestones or facility performance standards. The primary features of Project NEON's initial improvement will include building a one-mile, high occupancy vehicle (HOV) bridge connecting I-15 to US 95, creating a new HOV interchange, reconstructing the Charleston/I-15 interchange and ramp braiding for the southbound movements.

The procurement of the P3 elements of Project NEON will commence with the issuance of a Request for Qualifications (RFQ) to identify teams that have the experience, capabilities and resources to design, build, finance, operate and maintain the project. Groups comprised of equity partners, engineers, contractors and operators are expected to respond to the RFQ. The RFQ is scheduled to be issued on Tuesday, July 30, 2013, and the scheduled date for submission of statements of qualifications is Sept. 12, 2013.

An industry day for the public and interested team members is scheduled for Thursday, July 25, and Friday, July 26, in Las Vegas. An open forum with a presentation by NDOT will be held from 9 a.m. to noon on July 25 at the Golden Nugget Hotel-Casino, 129 E. Fremont St. NDOT representatives will provide information about the project and the procurement process, and will be available to answer questions from individuals and firms interested in the project.

One-on-one meetings with firms that are capable of leading proposer teams for Project NEON will be held by appointment on July 25 from 1 to 4 p.m. and on Friday, July 26, from 8 a.m. to 5 p.m. Contact Mark Stewart at by July 15, 2013 if you are interested in scheduling a meeting.
